This is the {{tlf}} template.
The template is equivalent to {{tl}}, but it allows displaying parameters, and does not link to the template. If you ever want a template that allows both, steal the tlp template from Wikipedia.
Example
{{tlf|Template name|parameters}} gives {{Template name|parameters}}
